The Civil Society Legislative Advocacy Centre (CISLAC) has joined Nigerians and global stakeholders in mourning the passing of former President Muhammadu Buhari, describing his life and legacy as a mixed bag of patriotic ideals and leadership complexities.

In a heartfelt tribute released on Sunday, CISLAC’s Executive Director and Head of Transparency International Nigeria, Comrade Auwal Musa Rafsanjani, reflected on the former president’s journey from military ruler to democratically elected leader, acknowledging both the positive imprints and the missed expectations that defined his time in power.

Rafsanjani noted that Buhari’s early leadership, especially during his stint as a military head of state, left an enduring mark on Nigeria’s civic culture. He recalled the iconic War Against Indiscipline (WAI) initiative which, at the time, ushered in a rare wave of civic responsibility and patriotism across the nation.

“People started showing up to work on time, queuing properly, respecting the national flag, and taking pride in public order. It was a unique moment in our national life,” Rafsanjani said.

Despite those early gains, Buhari’s military rule was also marred by reports of human rights violations a shadow that followed him into his civilian presidency.

When Buhari eventually returned to power in 2015 through the ballot box, expectations soared. His campaign against corruption and his promise to restore security and boost the economy struck a chord with millions. Yet, over the course of his two-term administration, public enthusiasm gave way to growing skepticism.

“Many Nigerians believed in his vision. But somewhere along the way, the promise of reform was weakened by internal politics and poor policy execution,” CISLAC noted.

Rafsanjani emphasized that true leadership requires more than noble intentions it demands transparency, political will, and the ability to overcome systemic constraints.

CISLAC’s reflection was not just a farewell but also a call to action. The organization urged current and future leaders to draw important lessons from Buhari’s experience particularly the need to match vision with execution and to prioritize national interest over political expediency.

“President Buhari helped shape Nigeria’s anti-corruption discourse and elevated conversations around discipline in public life. These ideals must not be lost,” Rafsanjani said.

As the nation comes to terms with the passing of one of its most enigmatic leaders, CISLAC’s message is clear: remember the past, learn from it, and do better.

“May Allah grant him eternal rest. Ameen,” the statement concluded.
