CP Orutugu: How Community Policing Restored Peace and Trust in Anambra

Anambra State, once marred by political tension and insecurity, is fast becoming a model of peace and cooperation thanks to the leadership of the State Commissioner of Police, CP Ikioye Orutugu.

Under his watch, the just-concluded election in the state was one of the most peaceful in recent history, earning commendation from residents, political observers, and civil society alike.

CP Orutugu’s approach was rooted in community-focused policing a deliberate strategy to rebuild public trust and strengthen collaboration between law enforcement and the people.

He prioritized direct engagement, meeting with presidents-general of town unions, religious and traditional rulers, as well as youth leaders across all 21 local government areas of the state.

Unlike in the past, where police involvement in land disputes often fueled violence, CP Orutugu took decisive steps to end such practices. Instead, he emphasized dialogue, mediation, and preventive policing cutting off potential sources of unrest before they escalated.

Working closely with Governor Chukwuma Charles Soludo and local vigilante groups, the Commissioner transformed volatile communities into safe and thriving spaces. His strategy proved so effective that, for the first time in five years, political campaigns and rallies were held freely, without fear or intimidation.

The Inspector-General of Police (IGP) fully endorsed this people-centered approach, approving training programs for local vigilantes on human rights, professionalism, and community safety. This collaboration strengthened grassroots security, making the people active stakeholders in peacekeeping.

As a result, there were no reports of widespread electoral malpractice or violence during the election. Instead, citizens themselves became protectors of peace, showing how partnership between the police and the community can reshape public safety.

Today, Anambra stands as a shining example of what effective community policing can achieve. With safety restored, markets are booming, investments are returning, and the state’s social and economic life is on the rise once again.

Residents are now being urged to return home for the Christmas season, with assurances that “Anambra is safe for homecoming.”

Indeed, CP Orutugu’s tenure is proving that when trust replaces fear, and collaboration replaces suspicion, peace naturally follows.
