The National Drug Law Enforcement Agency (NDLEA) has unveiled a new online portal designed to automate and simplify the agency’s Drug Integrity Test and Visa Clearance Certificate processes as part of its ongoing efforts to strengthen the war against drug abuse and trafficking in Nigeria.
The new system, known as the Drug Integrity Test and Visa E-Administration System (DITViCAS), was officially launched at a press conference held on Tuesday, October 21, 2025, in Abuja. NDLEA Chairman and Chief Executive Officer, Brigadier General Mohamed Buba Marwa (Retd), said the innovation represents “a paradigm shift in our fight against the scourge of substance abuse and illicit drug trafficking—a moment where enforcement meets efficiency, and commitment merges with cutting-edge technology.”
Represented by the Agency’s Secretary, Mr. Shadrach Haruna, Marwa explained that the launch aligns with President Bola Ahmed Tinubu’s Renewed Hope Agenda, adding that NDLEA has sustained an aggressive and balanced strategy focused on two critical fronts—Drug Supply Reduction and Drug Demand Reduction.
“For years, the process of obtaining an NDLEA Visa Clearance Certificate required by some source and transit countries has been characterised by manual documentation, physical appearances, and lengthy verification cycles,” he said. “With today’s launch, those bottlenecks have been eliminated. The new portal delivers automation across all processes, ensuring transparency, efficiency, and collaboration with partner agencies.”
According to the NDLEA boss, the system now allows applicants to apply for Drug Integrity Tests and Visa Clearance Certificates from their homes, choose preferred dates and locations, and receive results without unnecessary delays. “It brings efficiency, flexibility, and convenience to the process,” Marwa stated. “With the E-Certification and Verification system, falsification of certificates will be eliminated as supervisory dashboards will track all activities across NDLEA commands and headquarters.”
He also revealed that private medical centres could now partner with the agency as accredited Drug Integrity Test centres. This, he said, would expand accessibility and enhance service delivery. “The extension of the service to students of tertiary institutions is aimed at promoting drug demand reduction without stigmatisation,” he added. “Our rehabilitation and counselling centres remain open to those who test positive because no one should be left without care.”
Marwa further explained that the digital platform incorporates sophisticated background check protocols that make NDLEA certificates reliable security instruments. “The system safeguards Nigeria’s international reputation and prevents drug syndicates from exploiting legitimate travel channels,” he noted. “It reflects our commitment to integrity-driven public service delivery.”
He said applicants can log on to www.drugandvisa.ndlea.gov.ng, create an account, and complete their application online. “The process is seamless,” he added. “Drug test certificates are generated on the spot as desk officers complete the testing process, while visa clearance can now be processed within three days or, at most, a week in peculiar cases.”
Describing the initiative as a preventive measure rather than a punitive one, Marwa said the Drug Integrity Test is “an early-warning system” that offers individuals experimenting with drugs the chance for timely intervention and rehabilitation before addiction develops. “This digital portal allows institutions, organisations, and individuals—including parents and prospective couples—to apply for drug integrity tests in a verified, secure, and standardised manner,” he explained.
He added that the initiative aligns with NDLEA’s broader digital transformation strategy aimed at modernising its operations and enhancing its capacity to respond to the complexities of modern drug crimes. “The war against drug abuse is one we must win for the sake of our youth, our families, and our nation’s future,” Marwa declared. “With technology as our ally, we are better equipped, stronger, and more resolved than ever before.”
The NDLEA Chairman appealed to all stakeholders, including public and private institutions, to embrace the new platform and support its full implementation, noting that the success of the system is “a shared responsibility.”
